A wholesale food processor manufacturer - USDA makes food and sells to other businesses for resale. The manufacturing plant is under continuous inspection by the United States Department of Agriculture for meat containing items.
Portions of the plant that are not inspected by the USDA are inspected by the Retail Food Program within the Food and Feed Safety Division.
An example is a plant that produces only meat containing products for wholesale that are inspected by USDA but has a store front that also sells the products directly to customers (retail sales). The store front would not be under USDA inspection and would be inspected by the Retail Food Program.
