Pesticide labels with an endangered species statement will require users of the product to visit the U.S. Environmental Protection Agency's Bulletins Live! Two (BLT) webpage. Below is an example of language from an endangered species statement: 

Before using this product, you must obtain any applicable Endangered Species Protection Bulletins (Bulletins) within six months before or on the day of application. To obtain Bulletins, go to Bulletins Live! Two (BLT) at https://www.epa.gov/pesticides/bulletins. When using this product, you must follow all directions and restrictions contained in any applicable Bulletin(s) for the area where you are applying the product, including any restrictions on application timing if applicable. It is a violation of Federal law to use this product in a manner inconsistent with it labeling, including this labeling instruction to follow all directions and restrictions contained in any applicable Bulletin(s). The EPA uses Bulletins Live! Two to distribute Endangered Species Protection Bulletins (Bulletins) to pesticide applicators. Bulletins outline geographically specific pesticide use limitations for the protection of threatened and endangered (listed) species and their designated critical habitat. Changes to endangered species requirements can occur more frequently than updates to product labels. Using the online BLT system allows the EPA to deliver updates more frequently than relying on the registration process and label updates. 

As directed by the label, user of the BLT website will be required to 1) check for current Bulletins, and 2) implement the required measures for applicable Bulletins in the area and timeframe for when the application will be made. 

  • Bulletins must be obtained for the month of application and searches can be limited by filling in the Application Month. By default "Application Month" is the current month of the year.
  • Bulletins obtained are valid only up to six months before application.
  • Searches can be filtered for a specific EPA Registration Number, if known.

How to use Bulletins Live! Two 

There are two ways to search on BLT.

On the map, a user can zoom, pan, and scroll to the area of interest.

Alternatively, there is a Location Search that allows a user to search by address, street, city, ZIP Code, etc.

Pesticide use Limitation Areas (PULAs) are shown on the map as pink polygons. PULAs are clickable, and more information on the specific PULA is shown in the left sidebar when selected.

You must select a PULA on the map to get the bulletin. once a PULA is selected, the box in the upper right will turn green; clicking this button will start a download.

In the Bulletin, match the applicable pesticide product code from the Pesticide Use Limitation Summary Table with the code in the Codes and Limitations Table to determine your locations limitations.
