The MDA is transitioning to new licensing and application systems to provide a more efficient and user-friendly experience for our customers. This page provides basic information on what to expect if a license, permit, or certificate (i.e., “credential”) that you are interested in is part of these new processes.

Managing and Applying for Licenses, Permits, and Certificates
Preliminary application
The preliminary application is used to build your individual and business accounts in the licensing system and to pass your information to program staff for licensing activities. This allows us to process licenses more quickly once requirements for licensure have been met.
To begin a preliminary application, you will first indicate your interest in a license type and provide your basic information, creating a customer user account in the process. This can be done prior to meeting all the necessary requirements for licensure. Once submitted, MDA program staff will be notified of your interest and may contact you with additional information and guidance on next steps.
Before starting a preliminary application, be prepared to provide the following:
- Information about yourself such as your name and contact information.
- Information about the business applying for the license, if applicable, including legally registered company name, Secretary of State file number, and DBA name and file number, if applicable.
- For an individual licensee, such as a bulk hauler, your legal name and Social Security Number.
- Address information including both a mailing address and licensed location, if applicable.
Please have all the information ready before proceeding. You will not be able to save a partially completed preliminary application. If you do not have a legally registered business name yet, you can provide the name and associated details of the business you intend to register. You should expect the preliminary application to take about 10-15 minutes to complete, though times will vary based on internet connection speeds, applicant readiness, and other factors.
Customer user accounts
The MDA is transitioning to a new platform that allows customers to create an account to view, apply for, and pay for licenses in one system. Any MDA customer can set up an account to help manage their customer account information.
In the future, customers will have access to certain self-service features through their accounts, such as viewing license status, updating contact information, paying renewal fees, or applying for a new license online. These features are not available yet for most licenses, but we are in the process of developing them.
