Heat is the enemy of weed seed survival, so heating the contaminated feed or manure (ideally, to 140F) will kill some of the Palmer amaranth seed. To do this, you might ensile the feed (if appropriate for the feed type) and compost the manure. Keep in mind that even the best heat treatments will leave some remaining viable seeds. Therefore, spread contaminated manure only on fields that you can easily scout multiple times to check for Palmer amaranth. Anyone who thinks they have discovered Palmer amaranth should:
- Take clear photos of the plant(s) showing the leaves, stems and flowers/seedheads.
- Record the location, mark the plant with a flag or flagging tape.
- Report it through The Minnesota Department of Agriculture’s Report A Pest website, or call 1-888-545-6684 to leave a voicemail.
- Upload pictures taken of the plant(s), provide the location (latitude/longitude) and, other requested information.

In order to Apply or Renew a license online, we suggest you use Internet Explorer version 11 or higher, Firefox version 52 or higher, Safari version 10 or higher. We are currently experiencing issues with Google Chrome, version 57 and higher, and you may experience issues with this browser. All older browsers are currently not supported due to security issues with those browsers.
Preliminary Applications and Customer Accounts – Update 9/3/2025
The MDA is transitioning to new licensing and application systems to provide a more efficient and user-friendly experience for our customers. These include preliminary applications for certain license types and the ability to set up customer user accounts for license management, application, and renewal. New License and Permit Surcharge
As part of our ongoing efforts to improve our services, the MDA is introducing a surcharge (MINN. STAT. 17.033) on certain licenses and permits. This surcharge is an application processing charge that will be added to applications and renewals for 2025 and beyond. The surcharge will be calculated as 5% of the license or permit fee, with a minimum charge of $5.
The surcharge is supporting the modernization of our technology systems, which will provide better online services and more efficient processing of applications. The collected funds will be dedicated to upgrading our electronic systems, making it easier for you to interact with us and access the services you need.
