We ordered 10 reference materials (standards for Cyanazine & Atrazine metabolites) to complete 'required' list of compounds, we may not be able submit test data (Section 1g, pg 10) for these compounds by the bid deadline. What options do we have?

You are allowed and encouraged to submit RFP materials without currently performing analysis of the identified compound list. However, related to item g) on page 10 of the RFP, your ability or lack thereof to provide method validation and proficiency test data may affect how you are scored in the evaluation process. Related to item 2b on page 11, your background and experience with examples of similar work may also affect how you are scored.

Are we allowed/encouraged to submit a proposal if we are not currently performing analysis on the compounds listed, but upon award, would initiate a defined approach to bring the compounds online using our existing instruments and experienced staff?

You don’t need a Workforce Certificate or Equal Pay Certificate to submit a bid, but you will need them before that contract could be executed. You can email any further questions regarding those two documents to compliance.mdhr@state.mn.us.
