Compliance agreements establish standard operating procedures that meet the emergency quarantine requirements to limit the risk of spreading spongy moth. Any entities that regularly handle or move regulated articles within and outside the emergency quarantine areas are encouraged to enter into a compliance agreement with the MDA.
