  1. Submit a printed copy of the Application for Registration of New FIFRA Section 3 Pesticide Products (Listed under "Apply Here"). All submissions to register a new section 3 pesticide product must be made with this form. 
    • If you have an active Minnesota pesticide product registration license number, fill in the corresponding section on the registration form.
      • If you do not know your 8-digit MN license number, it can be found using MDA’s Registered Product Search. Search by company or product name. The eight-digit license number can be found in the header of the executed search. Note, a company may hold multiple pesticide licenses in MN.
      • If you do not have an active Minnesota license number for pesticides product registration, leave this field blank and one will be created for you.
    • You will need to specify whether each product is an agricultural pesticide (“Ag”) or nonagricultural pesticide (“NonAg”). To do this:
      • Check the box in the “Ag” column if the product is an agricultural pesticide (label has the Agricultural Use Requirements box).
      • Check the box in the “NonAg” column if the product is a nonagricultural pesticide (label does not have the Agricultural Use Requirements box).
      • Add up the number of Ag products and enter the total in the “Total # of Ag Products” space.
      • Add up the number of NonAg products and enter the total in the “Total # of NonAg Products” space.
      • Add the number of Ag and NonAg products together and enter the combined number in the “Total # of All Products” space.
    • Registrants should disclose any pesticide product that contains intentionally added PFAS which is defined as a class of fluorinated organic chemicals containing at least one fully fluorinated carbon atom. If the product contains intentionally added PFAS check the box. If the product does not contain intentionally added PFAS leave the box unchecked.
    • Pesticides identified as primarily cleaning products or fabric treatments fall under MN PFAS legislation on January 1, 2026. Check the Cleaning/Fabric Product box if your product is used primarily for domestic, commercial, or institutional cleaning purposes or fabric treatment.
  2. Submit the total amount due in the form of a check.
    • $400 for each agricultural pesticide ($350 registration fee plus $50 Waste Pesticide Program surcharge).
    • $475 for each nonagricultural pesticide ($350 registration fee plus $125 Waste Pesticide Program surcharge).
  3. Electronically submit text searchable PDF files of the product label and safety data sheet (SDS) for each new product to ALSTAR or email the documents to the MDA at Pesticide.Registration.MDA@state.mn.us.
    • Indicate on the registration application form that the label/SDS have been submitted via ALSTAR or EMAIL.

Kit Registration

Any product that is sold/marketed under a new name (different from the name of each pesticide product inside), and/or the label of said product does not have each product label completely visible from the outside of the package requires a new/separate pesticide registration with the state of Minnesota.

Kits falling under this description must meet the following guidelines when submitting the pesticide registration application.
