AGRI Minnesota Value Added Grant Program

Purpose

Supports Minnesota agricultural producers and processors to increase sales of Minnesota agricultural products by expanding markets.

Who's Eligible

Individuals (farmers) or businesses, agricultural cooperatives, local government entities.  All applicants must be in good standing (no back taxes, no defaults on Minnesota-backed financing, acceptable performance on past MDA grants, and in compliance with current state regulations).  See Request for Proposals (RFP) below for more detail.

What's Eligible and Amount Available

Grants will be funded at two levels. Applicants may apply to only one level.

Grants are for equipment purchases or physical improvements and are intended to support businesses that will:

  • Start, expand, or update livestock product processing businesses;
  • Purchase equipment to start, upgrade, or modernize value-added businesses;
  • Increase the use and processing of Minnesota agricultural products (required for all grants);
  • Purchase equipment or facility improvement to increase food safety (ex. Implementing a food safety plan); and
  • Increase farmers’ processing and aggregating capacity to sell to schools, hospitals, or other institutions.
  • For Level 2 projects: provide significant economic impact to a region of the state.

For Level 1 projects, applications that have a meat processing, marketing to schools (or other institutions) component, are addressing a food safety plan or requirement, where applicant is a minority or veteran owned business, or where applicant serves communities of color or Native American Tribal communities will receive priority points.

For Level 2 projects, applications where a feasibility study has been conducted, the percentage of Minnesota grown ingredients/inputs is at or above 50%, where applicant is a minority or veteran owned business, or where applicant serves communities of color or Native American Tribal communities will receive priority points.

Grants will be awarded through the application and competitive review process.

The MDA anticipates awarding up to $2,500,000 per round of applications through the Value Added Grant Program. Up to $1,000,000 will be reserved for Level 1 projects; up to $1,500,000 will be reserved for Level 2 projects.
Equipment purchases or physical improvements projects: up to 25% of the total project cost may be reimbursed by the grant award.
For Level 1 projects: maximum grant award is $200,000; minimum grant award is $1,000.
For Level 2 projects: maximum grant award is $1,000,000; minimum grant award is $200,001.

Application Period

The Fiscal Year (FY)2019 application periods will be open from July 2018 to September 2018 and from January 2019 to March 2019.
