The Minnesota Department of Agriculture estimates that the rulemaking process will take three years and the Nitrogen Fertilizer Rule (Rule) will go into effect in 2018. The timeline below highlights the opportunity for public participation in the process. The full rulemaking process includes review by the governor and other administrative state agencies. These steps are included in a detailed timeline.
The second public comment period was held June 7 - August 25, 2017. The MDA is currently reviewing the comments received and will use them to revise the draft Rule. The final proposed Rule will be posted in the Minnesota State Register before it is approved. To receive updates throughout the rulemaking process please join the Nitrogen Fertilizer Email List.

Listening sessions were held throughout the state. Over 700 people attended an event to learn more about the draft Rule and participate in the Question & Answer session. MDA staff were available to answer questions and to receive written comments.
