The Request for Comments is the first formal step in Minnesota's rulemaking process. The purpose of the Request for Comments is for state agencies to solicit comments from the public on proposed rules.
The Request for Comments for the proposed Nitrogen Fertilizer Rule was published in the State Register on October 26, 2015. The comment period was open until January 29, 2016. All comments received are available for review and are included below. The Minnesota Department of Agriculture reviewed all comments received and took them into consideration while drafting the Nitrogen Fertilizer Rule.
