The Turkey Market Loss Cost-Share program provides financial assistance to Minnesota turkey producers who marketed fewer liveweight pounds from March–September 2020 compared to March–September 2018 due to the market supply chain disruption caused by the COVID-19 pandemic.

Am I eligible to apply?

To be eligible for this program, you must raise turkeys in Minnesota. This includes processors, contract growers, and independent growers.

How do I apply?

Applications are due by Tuesday, December 1, 2020, at 4:00 p.m. Central Time.

To complete the online application, you will need the following information:

  • Premises ID(s)
  • Veterinarian Contact Information (including email address and phone number)
  • If you depopulated any turkeys, a Veterinarian’s Turkey Depopulation Program Certification
    • You will fill out some details within the online application and then it will be sent electronically to your veterinarian using an app called DocuSign.
    • Please allow enough time for the form to be emailed to your veterinarian and for them to sign it.
  • Statement from the Minnesota Turkey Research and Promotion Council summarizing liveweight pounds in March—September 2018 and March—September 2020
  • IRS Form W-9 (signed electronically in application)

We are not responsible for any technical or logistical problems resulting in a late application. It is your responsibility to ensure we receive the submission before the deadline on December 1, 2020.

How much and when will I be paid?

Approximately $1.25 million is available; we anticipate making approximately $750,000 available to producers and up to $500,00 to processors. Payment rates will be determined after all applications are received. Caps on payments may be established based on the applications received and other factors.

  • Independent Producers and Contract Growers: payment rates will be based upon total liveweight loss.
  • Processors: must have experienced a loss of at least 500,0000 liveweight pounds when comparing March—September 2020 to March—September 2018.

Payments will be made before December 30, 2020.

Will I be notified if my documents have been accepted?

You will receive an automated message that your application has been submitted. If there is an issue with your application, we will contact you using the provided contact information.

How is the program funded?

The program is funded through funds granted to the State of Minnesota through the Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act.

Is the payment considered taxable income?

Payments are considered taxable income at the state and federal level, and you will receive an IRS Form W-2.

The information provided as part of the Turkey Market Loss Cost-Share application will be used to assess the applicant’s eligibility to receive payment under the Turkey Market Loss Cost-Share program and to fulfill applicable financial reporting requirements. Completing this application is voluntary; applicants are not legally required to provide the MDA with the information requested, but only completed applications will be considered.

Most of the information applicants provide is generally classified by Minnesota law as public, however some of the information (such as a Social Security number) is classified by law as private or nonpublic at the MDA. Data classified as private or nonpublic will be accessible only to MDA employees and contractors that have a work assignment that requires access to the data, and to other state and federal entities authorized by law to receive the data. The MDA may be obligated to provide the data to law enforcement, Minnesota Management and Budget, the Office of the State Auditor, or the Office of the Legislative Auditor. The MDA is also required to submit some applicant and award data to federal agencies conducting oversight of the Federal CARES Act. In the event of a legal action, the MDA may provide the data to the Office of the Minnesota Attorney General and/or to Minnesota or federal courts. Finally, private data about you may be released to third parties through your informed consent, or pursuant to a federal subpoena or valid court order.

Internal Revenue Service Code Section 6109 requires applicants to provide their correct taxpayer identification number to payers who must file information returns with the IRS. The MDA will use the information provided on the applicant’s W-9 form in order to report payments received as part of the Turkey Market Loss Cost-Share program to the IRS. The IRS uses the numbers for identification purposes and to help verify the accuracy of the applicant’s tax return.
