The Finance and Budget Division provides general accounting and support services to the department. In the Accounting Section we provide central accounting services such as accounts payable services, federal grants coordination, professional/technical contracts coordination, and inventory/asset management to the department. In the Central Services Section we provide centralized mail services, central motor pool services, and copying for the department's home office. The division also coordinates and reviews the department's biennial and capital budget requests, fiscal and policy notes, and annual spending plan.
Agricultural Finance Section/Rural Finance Authority
The Agricultural Finance/Rural Finance Authority offers low-interest loan programs to farmers for a wide variety of activities through the Rural Finance Authority.
Minnesota Farmer Assistance Network (MFAN)
MFAN provides business and financial planning guidance to farm families on a variety of topics including: financial statement preparation; debt restructuring; business reorganization; and farm transition. We also provide referrals for legal, basic needs, and stress management. Agriculture Best Management Practices (Ag BMP) Loans
No interest loans to local units of government who in turn provide low interest loans to producers and others for BMPs to implement non-point source pollution priorities in local water plans. Division staff work with Soil and Water Conservation Districts (SWCDs) and local water planners to develop applications, and an advisory committee reviews applications and advises on allocation decisions. Livestock Investment Grant
Covers 10 percent capitol investment of project with minimum expense of $4,000 and maximum expense of $500,000. All livestock species are eligible.
