Minnesota produced 550 million gallons of ethanol from 16 plants in 2006. About 260 million gallons were consumed in Minnesota. The state’s net ethanol export was 290 million gallons - or 53% of Minnesota’s total annual ethanol production. To meet the requirement of 20% blend of ethanol in Minnesota’s gasoline by 2013, as proposed by Governor Pawlenty, Minnesota would need to produce 564 million gallons of ethanol (only a 14-million-gallon or 3% increase over the 2006 production level). Minnesota’s 2007 ethanol production is projected to reach 620 million gallons. In January 2007, five new ethanol plants are under construction in the state, with an estimated annual combined production capacity of over 450 million gallons. Considering new plants and several plant expansions, Minnesota’s projected ethanol production capacity for 2008 could reach 1 billion gallons.
