WHAT IS THE PESTICIDE REGISTRATION FEE STRUCTURE AND HOW IS IT PAID?
The fee to register a pesticide in Minnesota is a specified percent of the Gross Sales with a minimum fee $350. The $350 is paid at the time of registration. The Gross Sales must be filed by March 1 for the previous year's registration. Gross Sales reporting forms will be mailed to you in early January. Additionally, a Waste Pesticide Program Surcharge of $50 shall be paid by the registrant for each pesticide product registered. NOTICE: Legislation passed in 2009 has resulted in significant changes to the pesticide registration process and associated fee structure in Minnesota. Beginning in 2010, agricultural pesticides and non-agricultural pesticides will have different registration requirements. Under the new law, for a nonagricultural pesticide, a registrant shall pay an annual registration fee of $350 and a fee of 0.5 percent of annual gross sales (beginning with 2010 sales). For an agricultural pesticide, a registrant shall pay a minimum annual registration fee of $350 and a fee of 0.55 percent of annual gross sales of agricultural pesticides shall be paid by the agricultural pesticide dealer who sells the product (beginning with 2010 sales). Importantly, registrants, not dealers will still be responsible for all gross sales fees for 2009 sales.
HOW ARE AGRICULTURAL/NONAGRICULTURAL PESTICIDES DEFINED?
An "agricultural pesticide" is a pesticide product with a label that includes the "Agricultural Use Requirements" box and a "nonagricultural pesticide” is a pesticide product with a label that does not include the "Agricultural Use Requirements" box. A pesticide product with a label that includes the Agricultural Use Requirements box indicates that some or all of the uses of that product are subject to the federal Worker Protection Standard. Dual use products, pesticide products with a label including both the Agricultural Use Requirement box and a Nonagricultural Use Requirement box, will be considered agricultural pesticides.

WHAT IS THE REGISTRATION PERIOD?
Minnesota's pesticide registration period is a calendar year, January 1 – December 31. The registration fee is not pro-rated for a partial year’s registration. The full registration fee is required, regardless of the time of year the pesticide registration application is submitted.
WHAT MUST BE INCLUDED IN THE PESTICIDE REGISTRATION APPLICATION?

ARE COPIES OF THE CONFIDENTIAL STATEMENT OF FORMULA (CSF) AND THE EPA STAMPED APPROVED LABEL REQUIRED?
Copies of the CSF and of the EPA stamped approved label are not required to be submitted.
DO ALTERNATE BRAND NAMES OR DISTRIBUTOR LABELS REQUIRE REGISTRATION?
Minnesota Statute, Chapter 18B.26 Subdivision 1(e) states "Each pesticide with a unique United States Environmental Protection Agency pesticide registration number or a unique brand name must be registered with the commissioner." Accordingly, alternate brand name, distributor products are required to be registered.
DOES MINNESOTA REGISTER OR REGULATE PESTICIDE SPRAY ADJUVANTS?
No, Minnesota does not register or regulate adjuvants/additives.
DOES MINNESOTA REQUIRE REGISTRATION OF FIFRA 25(b) MINIMUM RISK PESTICIDES?
No, Minnesota does not require registration of FIFRA 25(b) minimum risk pesticides.
