Nutrient Management


The Minnesota Department of Agriculture (MDA) is the lead state agency for all aspects of pesticide and fertilizer environmental and regulatory functions. These authorities are described in Minnesota Statutes §§ 18B, 18C, 18D and 103H.

MDA Nutrient Management Programs:

  • Focus on nonpoint source chemical fertilizer contamination of the state's rural and urban water resources. Nonpoint source contamination from fertilizers is typically the result of combined activities of many landowners within a localized area, and typically cannot be attributed to any single source.
  • Adhere to the Comprehensive Ground Water Protection Act of 1989 (Minn. Stat. § 103H), which requires that MDA work to properly manage nutrients and to adequately protect ground water from their impacts.
  • Are charged with development of regulatory rules for fertilizer use in the event that ground water quality monitoring indicates significant degradation trends.
  • Developed and are guided by Best Management Practices for nitrogen fertilizer use, and a Nitrogen Fertilizer Management Plan (NFMP) for the prevention, evaluation and mitigation of nonpoint source occurrences of nitrogen fertilizer in the waters of the state.
  • Conducts on-farm demonstrations, partners with University of Minnesota scientists and extension personnel to address research needs, and works cooperatively with area farmers, dealers and communities in finding solutions to complex water quality problems.
  • The MDA also has programs addressing phosphorus fertilizer management, with a special emphasis on lawn care Best Management Practices and urban water quality. Additional programs include Nitrate Water Testing Clinic coordination, Farm Nutrient Management Assessment services, and Soil and Manure Testing Certification Programs for participating laboratories.
