Local offices of several federal, state, and local agencies with feedlot or animal agriculture responsibilities, listed by county. County Environmental ServicesThis office is responsible for local enforcement of environmental laws, including threats to water quality from feedlots.
County Feedlot Officer Some counties have adopted the MPCA's delegated feedlot program, allowing some feedlot regulations to be handled locally. In these counties the county feedlot officer is responsible, in most cases, for enforcing regulations and issuing feedlot permits. Under the feedlot program, feedlot permit applications are still forwarded to the MPCA for any operations with: - more than 1,000 animal units;
- 300-1,000 animal units with a potential pollution hazard; or
- a pollution hazard that will not be corrected within 10 months from the application date.
In the following list, counties will be identified if they are in the Feedlot Rules delegated county program with the address and telephone number of the county feedlot officer.
County Tax Assessor's Office This office can provide information about tax exemption relating to capacity of manure storage structures. In some cases, structures with greater than 120 days of storage are exempt from some property taxes.
County Zoning Office This office is responsible for issuing conditional use or zoning permits, and supplying information about local feedlot regulations. This office may also house the county feedlot officer.
Soil & Water Conservation DistrictsThe Soil & Water Conservation Districts are county and state funded organizations that provide technical and educational assistance to farmers implementing conservation practices. Soil & Water Conservation Districts are governed by an elected board of supervisors made up of farmers and other members of the community. For animal waste control, the districts provide evaluations of pollution potential, state cost share assistance, help with cost estimates and manure management plans, and in some cases, cost benefit analyses. Services are coordinated with available engineering resources and federal Natural Resources Conservation Service (NRCS) assistance. Soil & Water Conservation Districts also often determine which conservation practices are eligible for the Agricultural Best Management Practices Loan Program.
